I am not sure but I do suspect the redeeming of Hulrun has been left to the player. I think the Queen does consider being a worshipper of Iomedae to be enough of a hallmark for one's capabilities. That all being said, I do not find it to be that surprising she tolerates somebody like Hulrun.
